The Planning Commission, with the concurrence of the City Council, shall adopt rules, regulations and procedures subject to the provisions of the laws of the State and the planning and zoning ordinances of the City in such case made and provided for the regulation of its procedure and conduct of its duties, and may amend such rules from time to time. All such rules and all amendments thereof shall be reduced to writing and shall be filed with the City Recorder. (1989 Code § 13-1-6, 3-7-1989)
