2-1-1: ESTABLISHED; MEMBERSHIP:
   A.   Created, Terms, Vacancy: A planning commission is hereby created for the city pursuant to state statute. The planning commission shall consist of eight (8) members to be appointed by the mayor and the city council from duly qualified electors of the city. A city council member shall act as liaison between city council and planning commission. There shall be five (5) members and three (3) alternate members of the planning commission appointed by the mayor and city council with the recommendation of the planning commission as follows: two (2) shall serve until January 1, 1999, and three (3) shall serve until January 1, 2001. In the month of December 1998, and every second year thereafter, like numbers shall be appointed for a term of four (4) years to take the place of members whose terms shall next expire. Appointees shall take office January 1 next ensuing and shall serve until the expiration of the term for which appointed, until otherwise removed as provided by law, or until the successor is appointed and qualified, whichever occurs first. Any vacancy occurring during the term of any member of the planning commission by reason of death, resignation, removal or disqualification shall be promptly filled by the mayor and city council for the unexpired portion of the term.    B.   Appointment Of Chairman: Each year the planning commission chairman shall be appointed by the mayor with the concurrence of the city council. (1989 Code § 13-1-7, 3-7-1989)
   C.   Appointment Of Specific Members: The planning commission shall consist of individuals as set forth herein; provided, that no single professional, vocational or special interest group shall provide more than two (2) members. The city council shall appoint members from such professional, vocational and interest group areas as well as geographical areas to ensure a reasonable representation of the community.
