Any person or organization desiring to conduct any race, regatta or other special event upon waters within the County, and not wholly possessed or owned by such person or organization or the State of Ohio, may apply to the County Sheriff for written permission, not less than thirty (30) days prior to the time of the proposed race, regatta or special event, for the suspension of Sections 379.06(f), 379.16 or 379.39 during such race, regatta or special event. Nothing in this section shall be construed as creating any liability upon the part of the County Sheriff or the County, or any of its officers and agents, for any actions taken under this section, or any injury to persons or damage to property resulting from the conduct of the race, regatta or special event, or be construed as allowing operation of watercraft in violation of the rules and regulations of any other governmental authority. Every permit issued under this section shall state the day and times upon which such permission shall be effective, and shall in no event specify more than one (1) day.
