379.06 REGULATION OF SKIING.
   (a)   Any person engaging in skiing and any person who operates a watercraft towing such person shall confine such activity to the water area within a designated ski zone or open zone on all waters whereon a ski zone or open zone has been established.
   (b)   At those areas where ski zones are designated, the direction of ski boat traffic shall be established, and all watercraft shall be operated so as to move in such direction, except when a person has fallen overboard or a skier has fallen, and then only for the purpose of retrieving such fallen person.
   (c)   Any person who operates a watercraft towing a skier upon waters within the County shall have present in such watercraft a person other than the operator, ten (10) years of age or older, who shall at all times observe the progress of the person being towed. The operator shall at all times observe the traffic pattern toward which such watercraft is approaching.
   (d)   No person shall ski or use or operate any watercraft to tow any person thereon upon waters within the County during that period of time between sunset and sunrise, except upon special permit issued by the State or governmental authority having jurisdiction and control of such water.
   (e)   No person shall engage in skiing without wearing an adequate and effective Coast Guard approved type one, two or three personal flotation device, in good and serviceable condition and of appropriate size, except upon special permit issued by the State or governmental authority having jurisdiction and control of such water; and no person shall engage in barefoot skiing without wearing an adequate and effective Coast Guard approved type one, two or three personal flotation device, in good and serviceable condition and of appropriate size, or a wetsuit specifically designed for barefoot skiing. No operator of a watercraft shall tow any person who fails to comply with the requirements of this subsection.
   (f)   No person shall install or maintain any structure or inclined platform known as a water ski jump on any waters within the County, except upon special permit issued by the State or governmental authority having jurisdiction and control of such water; and no person shall use any such platform or structure for the purpose of water ski jumping, except upon special permit issued by the State or governmental authority having jurisdiction and control of such water.
