§ 152.03 GENERAL PROCEDURES.
   Pursuant to the activities requiring permits described in § 152.02, the following procedures shall be observed and enforced.
   (A)   (1)   Any permits issued shall become null and void if authorized work is not begun within 30 calendar days of the date of its issuance or if repairs to the street, road, sidewalk, alley, or other public rights-of-way are not complete within ten days of the date the authorized work is begun.
      (2)   The Director of Public Works shall revoke any permit upon finding that said work is dangerous or prejudicial to public health, safety, or welfare or at variance with specifications provided by the village as prescribed in § 152.04.
   (B)   Wherever the traveled portion of the street is disturbed, only one-half of the street width shall be closed at one time, unless approved by the Director of Public Works. Before the other half is disturbed, the first disturbance shall be made usable, safe, and maintained for traffic.
   (C)   Traffic is not to be blocked or rerouted without the written permission of the Director of Public Works. Where traffic is rerouted, standard “detour” signs shall be provided and maintained by the contractor.
   (D)   No road cut permits shall be issued from December 15 through March 15, with the exception of emergency situations or with special, written permission from the Public Works Director. In these cases, the procedure outlined in § 152.07, emergency disturbance, shall be followed.
   (E)   Overhead wires shall be treated as road cuts and require a permit. The Village Council shall set the fee for such permit. A permit shall be null and void after 30 days and require a new permit. If a permit is obtained during the banned period, December 15 through March 15, the permit shall be valid for 30 days after March 15.
