§ 152.02 DISTURBANCE OF STREETS, ROADS, ROAD RIGHTS-OF-WAYS, PAVEMENT, GRAVEL, CURBS OR GUTTERS FOR PRIVATE OR QUASI-PUBLIC INTERESTS.
   It shall be unlawful for any person to construct, reconstruct, cut, backfill, or otherwise disturb any village street, road, or right-of-way thereof, for private or quasi-public interests until a permit has been secured from the village. A charge for each such permit shall be as set forth in the village schedule of fees. A separate permit shall be required for each separate area of roadway disturbed.
