The purpose of this title is to set forth rules, regulations and standards to guide the subdivision of land, in order to promote the public health, safety and general welfare within the incorporated limits and planning jurisdiction of the village; to conserve, protect and enhance property values; to secure the most efficient use of land and to facilitate the economical provision of adequate public improvements.
The subdivision regulations shall be administered within the corporate limits and the area subject to the planning jurisdiction of the village to ensure orderly growth and development, the conservation, protection and proper use of land and adequate provisions for traffic circulation, utilities and services; to provide for the orderly and harmonious development within the village's planning jurisdiction; for the coordination of streets within new subdivisions with other existing or planned streets; to secure a uniform system of utilities and services; to safeguard the public against flood damage and otherwise to promote realization of the comprehensive plan.
