The entire subdivision shall be designed and presented to the Village for final plan approval. If the subdivider desires to construct the subdivision in phases, a phasing plan shall also be submitted to the Village for approval. In multi-phase residential subdivisions, the largest park land dedication shall be located in the first phase. The phasing plan shall be designed to minimize the number of temporary dead-end streets and dead-end water mains. Street lights shall be located at the ends of temporary dead-ends and shall either be removed when the next phase begins or incorporated into the permanent street light system. Plats for individual phases shall dedicate full width right-of-ways across the frontage of all lots. The subdivider shall grant easements for utilities located in parts of the subdivision not yet subdivided. The Village may require the subdivider to construct and maintain temporary roads for access to said utilities. (Ord. 604, 9-8-1994)
