450.01 DEFINITIONS.
   The following words and phrases, when used in this Chapter of the Traffic Code, shall have the meanings respectively ascribed to them by this section.
   (a)   “Parking infraction” means a violation of any of the following sections of the Codified Ordinances of the City of Strongsville:
      452.01   Prohibition against Parking on Streets or Highways
      452.03 Prohibited Standing or Parking Places.
      452.04   Manner of Parallel and Angle Parking.
      452.05   Willfully Leaving Vehicles on Private or Public Property.
      452.055   Parking Prohibitions on Private Property; Private Tow-Away Zones.
      452.06   Unattended Vehicles; Duty to Lock Ignition, Remove Key, Set Brake, Etc.
      452.07   Opening Doors on Side Available to Traffic.
      452.08   Selling or Repairing Vehicle Upon Roadway.
      452.09   Truck Loading Zones.
      452.10   Bus Stops and Taxicab Stands.
      452.11   Parking in Alleys and Narrow Streets; Exceptions.
      452.12   Night Parking.
      452.13   Snow and Other Emergency Conditions.
      452.14   Parking for Handicapped Persons.
   (b)   “Vehicles” has the same meaning as in C.O. §402.53.
   (c)   “Violations Clerk” means for purposes of this Chapter the Clerk of the Parking Violations Bureau.
   (d)   “Parking Violations Bureau” means the bureau established by the Council of the City pursuant to Ohio R.C. §4521.04, C.O. §450.03, and the City’s home rule authority.
   (e)   “Law Enforcement Officer” has the same meaning as in C.O. §606.01(k) and shall also mean employees whose duties include the issuance of parking infraction tickets or violations.
   (f)   “Notification of Infraction” means the notice served on the owner or operator of a vehicle involved in a parking infraction pursuant to RC §4521.07 and C.O. §450.04 hereof.
   (g)   “Court” means the Strongsville Mayor’s Court, unless specifically identified as another court, in which case it means the specifically identified court.
   (h)   “Local authority” means any body having authority to adopt police regulations pursuant to the constitution and laws of the State of Ohio.
