452.13 SNOW AND OTHER EMERGENCY CONDITIONS.
   (a)   Whenever, in the opinion of the Mayor, there is an actual or threatened local emergency such as fire, riot, flood, excessive snowfall, other acts of God, common disaster or acts of the enemy, the Mayor may require the removal of motor vehicles parked upon the affected streets of the City. The Mayor shall inform the public of the aforementioned conditions through the reasonable and usual methods of communication. Actual notification to the owners or operators of the vehicles is not required. No owner or operator of a vehicle shall fail to remove such vehicle within a reasonable time pursuant to the Mayor's order. In the event of such failure, the vehicle may be impounded and removed by order of the Police Department, in addition to the fines and penalties provided in Chapter 450.
   (b)   Notwithstanding the provisions of subsection (a) above, whenever snowfall accumulates at any location within the City exceeding two inches within the previous 24 hours, such condition shall be deemed an excessive snowfall. In such event, the removal of motor vehicles parked upon the affected streets of the City shall be automatically required, and without the necessity of any other order or notification of the Mayor.
