There is hereby established a Planning Commission of seven members consisting of the Mayor, one member of Council selected in the manner and for the term set forth in Article III, Section 5, of the City Charter, and five electors of the Municipality appointed by the Mayor subject to the approval of a majority of the members elected to Council, serving for terms of four years each.

The Planning Commission shall elect a Chairman and Secretary from its members. It shall adopt rules or bylaws for the holding of regular and special meetings, the transaction and disposition of its business and the exercise of its powers. Where either the general laws of Ohio, the Municipal Charter or Council, by ordinance, has provided for the manner of the exercise of the powers of the Commission, such procedure shall be followed.

All meetings of the Planning Commission shall be open to the public. Four members shall constitute a quorum at any meeting. No meeting may be held without a quorum being present. No approval or favorable recommendation of the Commission shall be deemed granted unless concurred in by four or more of the members.

The Planning Commission may control, appoint or employ professional services and may appoint clerks, draftsmen and other subordinates as it finds necessary in connection with the performance of its functions and duties. Expenditures for such services and employment shall be within the amount appropriated for such purposes by Council.
