(A) The director of works shall establish taxicab stands within the business district, and may establish stands on any street where deemed desirable. Duly licensed taxicabs and vehicles for hire authorized to do so by permit, may park within the taxicab stands, and they shall be for their exclusive use. Such permit is subject to regulations applicable to loading zones set out in §§ 77.07 and 77.08
(B) It shall be unlawful for the operator of a taxicab or vehicle for hire to cruise or to solicit in a loud or offensive tone or at a greater distance than 15 feet from his vehicle.
