Loading and unloading of commercially licensed vehicles may be carried on in any parking space without depositing a coin in the meter alongside of and adjacent to the space or spaces. All loading or unloading must be performed in an expeditious manner and no vehicle may remain in a loading zone or parking space for a period of time greater than necessary expeditiously to load or unload.
