The director of works is authorized to establish on any street or part thereof, where parking meters are located as herein provided, loading zones and taxicab stands that are necessary in the conduct of business and for the convenience and necessity of the public. These loading zones and taxicab stands shall not be provided with parking meters and shall be subject to all the regulations and restrictions of any ordinance of the city relating to traffic and traffic control.
