The Department of Disaster Preparedness is established for purposes of:
(a) Reducing the vulnerability of the people in the community of the City to damages injury and loss of life and property resulting from natural or man-made disasters, civil disturbances or hostile military or paramilitary actions;
(b) Preparing for prompt and efficient rescue, care and treatment of persons victimized or threatened by disasters; and
(c) Providing for a setting conducive to the rapid and orderly start of restoration and rehabilitation of persons and property affected by disasters.
