Each user shall pay a minimum monthly charge in accordance with the size of the meter installed for which the user will be entitled to the quantity of water set out in the schedule of rates set forth in § 51.13.

There shall be and there are hereby established, for the use of and service rendered by the waterworks system of the town, the following rates and charges, based on the use of water supplied by the waterworks system.

For water made available to fire hydrants or other fire protection systems, each user maintaining a hydrant or system shall pay an annual charge, as follows:

All bills for water service not paid within 15 days of the due date as stated on such bills shall be subject to the collection or deferred payment charge of 10% of that part of the delinquent account which does not exceed $3 plus 3% of any delinquent amount in excess of $3.

(A) When water service has been disconnected for nonpayment of bills or other violations, the following reconnection charge, as applicable, must be paid before service is reconnected.

(B) There shall be a connection charge of $250 for a ¾-inch service. This charge includes the meter.
(C) There shall be a charge of $20 for each customer check returned by a back for insufficient funds.

For customer-requested meter tests to be supervised by the Public Service Commission, a fee shall be paid upon application to the Commission as follows:
