It is hereby found and declared by the Town Council that rates and charges assessed for water service by the town's waterworks should provide the town with a reasonable return on its investment in the waterworks and water distribution system. In accordance with IC 8-1.5-3-8(f), the Public Service Commission of the state shall consider the intent of this section when reviewing and approving any future rate requests of the town's waterworks. This section refers only to rates established after September 16, 1985.
