(a) There is hereby established a Fire Department for the city, to consist of Fire Chief and such other officers and personnel as Council shall from time to time determine.
(b) (1) No person is eligible to receive an original appointment to the Fire Department, as a firefighter, unless he or she has reached the age of 18 years. No person is eligible to receive an original appointment when he or she is 70 years of age or older, and no person can be declared disqualified as over age prior to that time.
(2) These provisions shall not be construed to eliminate any other requirements established by law for original appointments.
(c) Personnel designated as full-time firefighters shall not exceed 21 fully trained persons.
(d) Personnel designated as volunteer part-time firefighters shall not exceed 26 persons, and all shall be duly trained and qualified as required by the laws of the state.

(a) The Fire Department may, when practicable, respond to requests for emergency fire fighting assistance from political subdivisions outside of the corporate limits of the city and not serviced by fire contracts with the city.
(b) The authority to dispatch fire equipment and personnel for such emergencies shall be vested in the Fire Chief and the Captains of the Fire Department.
