2-1-3: ORGANIZATION AND PROCEDURES:
   A.   Immediately following their appointment, the members of the Plan Commission shall meet, organize, annually elect a secretary and such officers as it may deem necessary, and adopt and later change or alter, rules and regulations of organization and procedure consistent with the ordinances of the Village and the statutes of the State. The Commission shall keep written records of its proceedings, which shall be open at all times to public inspection. The Commission shall also file, by April 30, an annual report with the Mayor and Village Council setting forth its transactions and recommendations.
   B.   Each of the members of the Plan Commission, including the chairman, shall be entitled to one vote on all matters.
   C.   The Plan Commission shall meet at such times as it may by resolution designate; and it shall hold special meetings on call by the chairman or any three (3) members thereof, provided forty eight (48) hours' notice of such special meeting is given to each member. Service of such notice may be waived by any member. (Ord. 91-19, 12-17-1991)
2-1-4: JURISDICTION OF COMMISSION:
The Plan Commission is hereby vested with the following jurisdiction and authority:
   A.   To hear, consider and recommend to the Village Council matters dealing with amendments to the Zoning Ordinance, Title 10 of this Code.
   B.   To hear, consider and recommend to the Village Council matters dealing with the granting of special use permits.
   C.   To hear, consider and recommend to the Village Council matters dealing with the granting of planned unit developments.
   D.   To prepare and recommend to the Village Council a new Comprehensive Plan for the present and future development or redevelopment of the Village and contiguous unincorporated territory within one and one-half (11/2) miles of the corporate limits of said Village and not included in any other municipality.
   E.   To designate, subject to final consideration, evaluation and approval of the Village Council, land suitable for annexation to the Municipality and the recommended zoning classification for such land upon annexation.
   F.   To recommend to the Village Council, from time to time, such changes in the Comprehensive Plan or any part thereof, as may be deemed necessary.
   G.   To prepare and recommend to the Village Council, from time to time, plans or recommendations for specific improvements in pursuance of the Official Comprehensive Plan.
   H.   To give aid to the officials of the City charged with the direction of projects for improvements embraced within the Official Plan, or parts thereof, to further the making of such improvements and generally to promote the realization of the Official Comprehensive Plan.
   I.   To consider and recommend to the Village Council all matters which it is required to act upon under the terms of this Chapter.
   J.   To recommend, subject to final consideration, evaluation and approval by the Village Council, reasonable standards of design for subdivisions and for resubdivisions of unimproved land and of areas subject to redevelopment in respect to public improvements.
   K.   To recommend, subject to final consideration, evaluation and approval by the Village Council, reasonable standards governing the location, width, course and surfacing of public streets and highways, alleys, ways for public service facilities, curbs, gutters, sidewalks, street lights, parks playgrounds, school grounds, size of lots to be used for residential purposes, storm water drainage, water supply and distribution, sanitary sewers, and sewage collection and treatment.
   L.   To initiate, study and make recommendations regarding matters dealing with the planning of the community.
   M.   To initiate, direct and review, from time to time, studies of the provisions of this Chapter, and to make recommendations to the Village Council regarding any changes to the Chapter.
   N.   To cooperate with agencies or groups to further the local planning program and to assure harmonious and integrated planning for the area. (Ord. 91-19, 12-17-91)
2-1-5: FUNCTIONS:
The Plan Commission shall:
   A.   Develop and maintain expertise on Village zoning and subdivision regulations.
   B.   Advise the Council on zoning and subdivision issues and on needed ordinance changes.
   C.   Advise the Zoning Enforcement Officer, when so requested, on Zoning Ordinance applications.
   D.   Advise developers, builders, and the public, when directed by the Council, on matters of zoning and development.
   E.   Maintain in-depth knowledge of the Village long range planning document, recommend needed changes, and advise the Village on its implementation.
   F.   Prepare specific development plans as requested by the Council. (Ord. 91-19, 12-17-91)
2-1-6: LAND SUBDIVISION OR RESUBDIVISION:
No map or plan of any subdivision or resubdivision presented for record affecting land within the corporate limits of the Village, or within contiguous territory which is not more than one and one-half (11/2) miles beyond the corporate limits, shall be entitled to record or shall be valid unless the subdivision shown thereon provided for standards of design, and standards governing streets, alleys, public ways, ways for public service facilities, streetlights, schools, parks and other public grounds, size of lots to be used for residential purposes, storm and flood water runoff channels and basins, water supply and distribution, sanitary sewers, and sewage collection and treatment in conformity with the applicable requirements of the Village ordinances, including the Official Plan or Map. 2-1-7: IMPROVEMENTS:
The Village Clerk shall furnish the Plan Commission, for its consideration, a copy of all ordinances, plans and data relative to public improvements within the jurisdiction of the Plan Commission. The Plan Commission may report in relation thereto, if it deems a report necessary or advisable, for the consideration of the Village Council. (Ord. 91-19, 12-17-1991)
2-1-8: EXPENDITURES:
The Village Council may authorize the employment of a secretarial staff or technical advice or services as it deems necessary, whose salaries, wages, and other necessary expenses shall be provided for by the Village Council from the public funds. All employees shall be appointed by and under the direct supervision of the Mayor. (Ord. 91-19, 12-17-1991)
2-1-9: PLAN COMMISSION, ZONING BOARD OF APPEALS; COORDINATION OF TERMS:
   A.   Coordination Of Terms: The Council hereby finds that it is in the best interests of the Village to coordinate the terms between the Zoning Board of Appeals and the Plan Commission so that there will be continuity in the expiration and appointment of the respective Board members.
   B.   Terms Designated:
      1.   The terms of the Plan Commission shall be as follows:
         1 for 1 year
         1 for 2 years
         1 for 3 years
         2 for 4 years
         4 for 5 years
      2.   All members of the Plan Commission shall be appointed for successive terms of five (5) years each. (Ord. 94-12, 4-5-1994; amd. Ord. 99-19, 6-15-1999)
