In order that adequate provisions be made for the development of a planning program for the guidance, direction and control of the growth and development or redevelopment of the Village and contiguous territory within one and one-half (11/2) miles of the corporate limits and not included in any municipality, a Plan Commission is hereby created under authority of the Illinois Municipal Code 1 . A. Membership: The Plan Commission shall consist of seven (7) members, appointed by the Mayor and subject to the approval of the Village Council, on the basis of their particular fitness for their duty on said Plan Commission. The Mayor with the advice and consent of the Council, shall annually designate one of the members as chairman. All appointees shall be residents within the area of jurisdiction of the Plan Commission. Any regular member may be removed by the Council at any time for any cause which in the opinion of the Council shall warrant such removal. Further, any member who has been absent from three (3) consecutive regular or special meetings of the Commission, without having previously advised the chairman of the excuse for such absence, shall be subject to removal by the Mayor.
B. Terms 1 And Qualifications: All terms shall expire on April 30. Of the seven (7) members, five (5) shall reside in the Municipality and two (2) may reside within the one and one-half mile (11/2) zone. (Ord. 99-19, 6-15-1999)
C. Compensation: All members of the Commission shall receive compensation as approved by the Village Council. (Ord. 92-08, 3-17-92; amd. 1994 Code)

A. Immediately following their appointment, the members of the Plan Commission shall meet, organize, annually elect a secretary and such officers as it may deem necessary, and adopt and later change or alter, rules and regulations of organization and procedure consistent with the ordinances of the Village and the statutes of the State. The Commission shall keep written records of its proceedings, which shall be open at all times to public inspection. The Commission shall also file, by April 30, an annual report with the Mayor and Village Council setting forth its transactions and recommendations.
B. Each of the members of the Plan Commission, including the chairman, shall be entitled to one vote on all matters.
C. The Plan Commission shall meet at such times as it may by resolution designate; and it shall hold special meetings on call by the chairman or any three (3) members thereof, provided forty eight (48) hours' notice of such special meeting is given to each member.
