Any person seeking a permit to sell for the sale of merchandise on the public sidewalk shall file an application with the Planning and Building Official on forms provided by the Official. The application shall be filed not less than three days before the date that the applicant proposes to commence the sale. The applicant shall pay the fee described in Article 6, Chapter 6 of this code.
