Anything in §§ 4-3-50 or 4-3-51 of this subchapter to the contrary notwithstanding, such sections shall not apply to employees of a water utility acting within the scope of their employment. The construction, repair, or replacement of water mains or sanitary sewer mains in the public streets, alleys, or other public places of the city pursuant to a contract with the city, or to authorization granted by the City Council, shall not constitute the doing of plumbing, the engaging in the business of plumbing, or the installation or repair of plumbing for hire within the meaning of such sections.
