It shall be unlawful for any individual to do any plumbing within the corporate limits of the city, or the area outside the city within which the city has exercised its zoning jurisdiction, unless such individual holds a master plumber’s license issued by the city and does the actual installation or repair work; or holds a journeyman plumber’s license issued by the city and does the actual installation or repair work under the direct supervision of an individual who holds a master plumber’s license issued by the city. It shall be unlawful for any individual, partnership, corporation, or other firm engaged in the business of plumbing, or in the doing of plumbing for hire, to cause any plumbing to be done, within the corporate limits of the city or the area outside the city within which the city has exercised its zoning jurisdiction, otherwise than in the manner provided in the next preceding sentence.
