10-8A-1: PURPOSE:
The C-1 neighborhood shopping district is for the conduct of retail trade and personal service enterprises to meet the regular needs and for the convenience of the people of adjacent residential areas. Because these shops and stores may be an integral part of the neighborhood closely associated with residential, religious and educational uses, more restrictive requirements for light, open air space and off-street parking are made than are provided in other commercial districts. 10-8A-2: USES PERMITTED:
Property and buildings in a C-1 neighborhood shopping district shall be used only for the following purposes:
   A.   Any use permitted in an R-2 residential district.
   B.   Any use permitted on review in an R-2 residential district.
   C.   Retail stores and shops which supply the regular and customary needs of the residents of the neighborhood and which are primarily for their convenience, as follows:
      1.   Antique shop.
      2.   Appliance store.
      3.   Arts school, gallery or museum.
      4.   Artists' materials, supply studio.
      5.   Automobile parking lot.
      6.   Automobile service station.
      7.   Baby shop.
      8.   Bakery goods store.
      9.   Barber shop.
      10.   Beauty shop.
      11.   Book or stationery store.
      12.   Camera shop.
      13.   Candy store.
      14.   Catering establishment.
      15.   Cleaning, pressing and laundry collection agency.
      16.   Clothing or apparel shop.
      17.   Curio or gift shop.
      18.   Drug store or fountain.
      19.   Dry goods store.
      20.   Dairy products or ice cream store.
      21.   Delicatessen.
      22.   Dress shop.
      23.   Florist shop.
      24.   Furniture store.
      25.   Grocery store or supermarket.
      26.   Hardware store.
      27.   Interior decorating shop.
      28.   Jewelry or notion store.
      29.   Key shop.
      30.   Leather goods shop.
      31.   Meat market.
      32.   Medical facility.
      33.   Messenger or telegraph service.
      34.   Musical instrument sales.
      35.   Music, radio or television shop.
      36.   Newspaper or magazine sales.
      37.   Novelty shop.
      38.   Office business.
      39.   Optometrists sales and service.
      40.   Photographer studio.
      41.   Pharmacy.
      42.   Radio and television sales and service.
      43.   Restaurant, not to include drive-in.
      44.   Self-service laundry or dry cleaning.
      45.   Sewing machine sales, instruction.
      46.   Sporting goods store.
      47.   Shoe repair shop.
      48.   Stock and bond broker.
      49.   Tailor shop.
      50.   Toy store.
      51.   Variety store.
   D.   Nameplate and sign relating only to the use of the store and premises or to products sold on the premises.
   E.   Accessory buildings and uses customarily incidental to the above uses.
   F.   A building used for any of the above enumerated uses may not have more than forty percent (40%) of its floor area devoted to purposes incidental to the primary use. No material or goods offered for sale or stored in connection with the uses enumerated in this section shall be displayed or stored outside of a building. (1989 Code § 12-241)
