1-7-2: NUMBER, CLASSIFICATION, COMPENSATION:
The city council, by motion, resolution or ordinance, may regulate the number and classes of offices and positions of employment in the various departments, offices and agencies of the city government, and may determine or regulate the compensation to be paid to officers and employees. This action must conform to the established affirmative action plan of the city. (1989 Code § 2-509)
1-7-3: COMPENSATION FIXED:
   A.   Ordinance: The following regular city officials shall be paid salaries as provided by ordinance:
      1.   Mayor.
      2.   City council members.
   B.   Resolution: The council by resolution may fix or eliminate the compensation of: (Ord. 719, 12-17-2002)
      1.   City clerk/treasurer. (Ord. 719, 12-17-2002; amd. Ord. 725, 10-21-2003)
   C.   Motion Or Resolution: The council, by motion or resolution, may fix the compensation of other personnel. (Ord. 719, 12-17-2002)
1-7-4: BOND REQUIRED:
   A.   Specified Officials: Before entering upon their official duties, the following personnel of the city government shall provide bonds for the faithful performance of their official duties, payable to the city, with a surety company authorized to operate within the state, in an amount as established by the city council:
   City clerk/treasurer
City manager
Council members
Fire chief
Mayor
Police chief (Ord. 09-02-17, 2-24-2009)
   B.   Other Officers And Employees: The council, by motion or resolution, may require other officers and employees in such positions as it may designate to be bonded.
   C.   Premium Paid By City: The city shall pay the premiums on such bonds. (1989 Code § 2-508; amd. 2002 Code)
1-7-5: DISCIPLINARY ACTION, PROCEDURE:
   A.   Defined: "Disciplinary action", as used herein, shall mean oral admonishment, written memorandum, withholding of step increase, suspension with or without pay, demotion or reduction in pay and/or rank, layoff or dismissal. All employees of the city are subject to disciplinary action.
   B.   Investigation: Prior to any such action, the department head, if appropriate, shall conduct an investigation and, if deemed necessary, make a recommendation for appropriate disciplinary action to the mayor or business manager, as the case may be. The mayor or business manager, as the case may be, shall also be entitled to conduct an investigation and shall take appropriate disciplinary action upon his or her own initiative at his or her sole discretion.
   C.   Service At Will: All city employees serve at will and may be dismissed or otherwise disciplined for the good of the service. No portion of this code, nor any portion of the police department manual, nor any portion of the personnel manual, nor pattern of practice in the workplace, nor policy, nor contract, shall be deemed to create or vest any employee with a property or contractual interest in employment. 1-7-6: AFFIRMATIVE ACTION PLAN:
   A.   Established: There is hereby created an affirmative action plan to provide equal opportunity within the city government. It shall be the policy of the city that no person shall be discriminated against on the grounds of race, creed, color, sex, religion, national origin, or age in employment or other activities sponsored directly or indirectly by the city.
   B.   Coordinator Appointed: The city council shall appoint a coordinator to develop a program of affirmative action for equal opportunity. Such programs shall contain procedures for periodic evaluation to determine changes when necessary. The coordinator shall work with the substate planning district and human rights division of the community affairs and planning office in the development of this program.
   C.   Evaluation Of Program: Any evaluation of the affirmative action program shall be conducted by a committee chosen by the city council consisting of a cross section of citizens so as to include minorities. (1989 Code § 2-510)

There is hereby created the position of business manager of the city who shall be known as the "city manager" or "business manager" of the city. (1989 Code § 2-301)
1-7A-2: APPOINTMENT:
The position shall be filled by the mayor, subject to confirmation by the city council, and the person so appointed shall hold office at-will of the city council. (Ord. 618, 5-21-1991; amd. 2002 Code)
