The city council may establish by resolution, which may be amended from time to time, two (2) hour parking limitations on certain streets in the city. Before the city council establishes such limitation, it shall receive a recommendation from the police chief and city manager. When authorized signs are in place, it shall be unlawful for any person to stop, stand or park any vehicle for a period of more than two (2) hours at any time between the hours of nine o'clock (9:00) A.M. and five o'clock (5:00) P.M. of any day, except Sundays. When authorized signs are posted giving notice thereof, no person shall stop, stand or park any vehicle upon any street between the hours of seven o'clock (7:00) A.M. and nine o'clock (9:00) A.M. or between the hours of four o'clock (4:00) P.M. and six o'clock (6:00) P.M. of any day, except Sundays and holidays, for any purpose other than for the loading or unloading of passengers. When authorized signs are posted giving notice thereof, no person shall stop, stand or park any vehicle upon any street for a period of time longer than four (4) hours at any time between the hours of nine o'clock (9:00) A.M. and five o'clock (5:00) P.M. of any day, except Sundays and holidays.

When authorized signs are posted giving notice thereof, no person shall stop, stand or park any vehicle upon any such street in any business district between the hours of four o'clock (4:00) P.M. and six o'clock (6:00) P.M. of any day, except Sundays and holidays, for any purpose other than the loading or unloading of passengers and materials. The city council may establish by resolution, which may be amended from time to time, parking prohibition on certain streets or portions thereof in the city. Before the city council establishes such prohibition, it shall receive a recommendation from the police chief, city engineer and city manager.
When signs are posted giving notice thereof, no person shall at any time park a vehicle upon any of the designated streets or portions thereof. (Ord. 977, 6-13-1990)
A. No person shall park a vehicle between the hours of two o’clock (2:00) A.M. and five o’clock (5:00) A.M. on any day on any street within the city, excluding Huntington Drive and San Gabriel Boulevard.
B. The chief of police or the chief’s authorized designee can grant exceptions to this prohibition as follows:
1. Each calendar year, the chief shall issue, without charge and upon request from an occupant of a residential property, up to five (5) overnight parking permits authorizing persons residing or visiting the property to park a single vehicle overnight on a street for one night. Occupants of a residential property may purchase additional one night street parking permits upon payment of a fee established by the city council.
2. The chief of police may issue long term overnight street parking permits authorizing an occupant or occupants of a residential property to park a vehicle or vehicles on a street for more than five (5) consecutive nights when the chief determines temporary practical difficulties exist, such as construction projects, making it infeasible or impractical for the occupants of the property to utilize the off street parking located on the property. The Chief of Police may also issue long term overnight street parking permits authorizing persons providing healthcare services to an occupant or occupants of a residential property to park a vehicle or vehicles on a street for more than five (5) consecutive nights when the Chief determines off-street parking is unavailable or impractical. The fee for such long term overnight street parking permits shall be established by the city council.
3. Persons obtaining overnight street parking permits shall park their vehicles on the street immediately in front of the property on which the vehicle would otherwise park unless the chief of police finds that practical difficulties make it infeasible to park in front of the property.
4. The chief of police shall adopt rules and regulations governing the issuance of overnight street parking permits.
