(A) (1) The following schedule of ordinance (hereinafter “Ord.”) provisions shall be subject to the jurisdiction of the Ordinance Violations Bureau and a violation shall be subject to the civil penalty set forth:

(3) The second or sequent admissions or judgments of a violation of Chapter 71 Schedule V shall be subject to the additional penalties as outlined in Chapter 71 Schedule V.
(B) The provisions of the town ordinance referred to herein are hereby amended to provide and declare the civil penalty scheduled with the said ordinance provision to be the specific civil penalty for the violation of said ordinance provision.
