151.01 ESTABLISHMENT.
   A Recreation Board for the City is hereby established.

151.02 MEMBERSHIP.
   The Board shall consist of seven (7) persons as follows:
   (a)   Two members of the Board of Education of the Rossford Exempted Village School District appointed by the Board of Education; one citizen residing within the City, appointed by the Mayor, with the consent and approval of Council; and one member of the student council of Rossford Senior High School, appointed by the student council, all of whom shall serve in an advisory capacity to the Committee and not be counted for quorum or voting purposes.
   (b)   Three members of Council, appointed by the Mayor, who shall be the voting members of the Committee.

151.03 TERMS.
   (a)   The terms of the public members of the Board shall be for three years. The term of the student council representative shall be for one year, from October 1 until September 30 of the year following. Council and the Board of Education members shall serve until they are replaced by their respective governing bodies.
   (b)   Any Board member serving at the time this section is passed shall continue to serve as a member until his or her term has expired and then the membership of the Board shall be reduced to seven (7) as provided in Section 151.02.
   (c)   Any Board member may be removed for gross misconduct, misfeasance, malfeasance, or nonfeasance in office, or for persistent failure to abide by the rules of the Board, or for unexcused absence for three (3) consecutive regular meetings of the Board. Said removal shall be by the vote of a majority of the members of the Board.

151.04 UNCOMPENSATED SERVICE.
   All members of the Recreation Board shall serve without compensation.
