151.07 FUNCTIONS.
   The functions of the Recreation Board shall be as follows:
   (a)   To define the objectives of public recreation services and make plans and general policies harmonizing with them.
   (b)   To maintain the highest quality and standard of recreation service.
   (c)   To interpret the importance and need of recreational services to the general public.
   (d)   To keep public officials informed of the status and progress of recreational services.
   (e)   To recommend the appointment of a Recreation Director.
   (f)   To establish a sound fiscal plan to achieve recreational goals.
   (g)   To provide for an adequate system of recreation areas and facilities.
   (h)   To give stability and continuity to general operations.
   (i)   To evaluate the services of the recreation system in relation to its objectives.
   (j)   To define the community’s recreational needs, develop a program to meet the present and future needs, and work for the implementation of the program plans.
   (k)   To establish cooperative working relationships between Council, the Board of Education and the City administration in regard to all matters relating to recreation.
   (l)   To be receptive at all times to the expression of needs originating in citizen groups, as well as in Council, the City administration and the Board of Education.
   (m)   To seek the assistance and cooperation of other administrative divisions of the City with the approval of the City administration and of the other local tax supported units in the planning for the solutions to recreation problems.
   (n)   To cooperate with other agencies and organizations in the community who are concerned with recreation programs, facilities and the coordination of programs.
   (o)   To advise the City administration on qualifications for staff positions.
   (p)   To review the ongoing recreation program and recommend changes as needed.
   (q)   To review and make recommendations on the operating and the capital improvements budgets.
   (r)   To make recommendations regarding the acquisition and maintenance of land and facilities.
   (s)   To keep informed on Municipal, State and Federal legislation and activities regarding parks and recreation.
