5-3-3-3: PLACEMENT OF CONTAINERS:
   A.   The owner or occupant of a single-family house or a condominium to which the Village provides waste removal service may place waste containers that meet the requirements of subsection 5-3-3-1A and section 5-3-3-2 of this section 5-3-3, and which contain waste along the curb of a public street or on the public right-of-way or in an alley adjacent to the single-family house or condominium during the eighteen (18) hour period prior to the time the waste is scheduled to be removed by, or on behalf of, the Village. Any such waste containers that are placed in a public street or alley or on a public right-of-way must be removed from the public street, alley or public right-of-way prior to nine o'clock (9:00) A.M. of the day after the waste is collected from the waste container.
   B.   The Director of Public Works or his designee may authorize the owner or occupant of a single- family house or a condominium to which the Village provides waste removal service to place waste containers or large bulk waste along the curb of a public street or on the public right-of-way or in an alley adjacent to the single-family house or condominium at times other than those specified in subsection A of this section; provided, that such authorization must be given in writing and must be due to the existence of circumstances which make it reasonably impractical or impose a hardship for the owner or occupant to comply with the provisions of subsection A of this section.
