§ 155.050  HC - HEALTH CARE DISTRICT.
   (A)   Purposes.  In addition to the objectives prescribed in § 155.001, the HC Health Care District are included in the zoning ordinance to achieve the following purposes:
      (1)   To provide appropriately located areas for medical and health care related uses in a campus type setting offering health care related services, equipment and products required by residents of the Village and its surrounding area;
      (2)   To provide opportunities for hospitals, hospices, surgery centers, diagnostic and treatment centers, urgent care centers, immediate care facilities, medical laboratories, assisted living facilities, independent living facilities, nursing homes, family and child advocacy centers, health and fitness centers, medical and professional offices, pharmacies and other health care related facilities and uses for the convenience of the public and for the mutual benefit of such types of uses;
      (3)   To provide adequate space for development, including off-street parking, truck loading areas, and the like; and
      (4)   To protect hospitals and other health care providers from excessive noise, dirt, pollution, and other objectionable influences.
   (B)   Special purposes of HC Health Care District.
      (1)   To encourage consolidation and maximize the efficiency of hospital health care and supportive uses to provide a variety of hospital and health care related services and products to Village residents in a limited number of concentrated areas.
      (2)   To permit and promote land use modifications as necessary to facilitate the highest level of hospital, health care and supportive services and products for Village residents.
      (3)   To provide areas in the Village that will serve to attract major hospital and other health care providers so that Village residents will enjoy the highest level of health care services available.
   (C)   Required conditions.
      (1)   All uses shall comply with the regulations prescribed in §§ 155.015 through 155.019.
      (2)   Buildings within the HC District shall be located on a lot in a manner consistent with the development standards set forth in division (F) of this section.
   (D)   Permitted uses. 
      (1)   The following primary uses shall be permitted:
         (a)   Hospital;
         (b)   Hospice;
         (c)   Physician and medical office;
      (d)   Research laboratory facility;
         (e)   Medical laboratory;
         (f)   Other diagnostic facilities, including without limitation those involving radiologic, nuclear, and fluoroscopic modalities;
         (g)   Surgery center;
         (h)   Freestanding emergency room;
         (i)   Urgent and immediate care center;
         (j)   Clinic;
         (k)   Nursing, retirement or convalescent facility;
         (l)   Ambulatory care facility (including surgery);
         (m)   Ambulance service;
         (n)   Optician shop;
         (o)   Assisted living facility;
         (p)   Independent living facility;
         (q)   Detached garages or carports in conjunction with assisted living or independent living facilities;
         (r)   Cafeteria operated as part of a hospital, nursing, retirement or convalescent facility, assisted living facility or independent living facility;
         (s)   Family or child advocacy center;
         (t)   Religious/charitable institution;
         (u)   Rehabilitation facility, including without limitation cardiac rehabilitation;
         (v)   Physical/occupational/speech/occupational therapy;
         (w)   Health and fitness facility;
         (x)   Clubs and associations;
         (y)   Community based senior or independent living facilities;
         (z)   Community service organizations;
         (aa)   Daycare;
         (bb)   Helicopter pad;
         (cc)   Pharmacy;
         (dd)   Durable medical equipment; and
         (ee)   Other health care related uses as approved by the Village.
      (2)   The following secondary uses shall also be permitted, provided that they are supportive of 1 or more of the aforementioned primary uses:
         (a)   Coffee shop;
         (b)   Delicatessen;
         (c)   Barber/beauty shop;
         (d)   Bookstore;
         (e)   Flower shop;
         (f)   Gift shop;
         (g)   Financial institution;
         (h)   Convenience store;
         (i)   Restaurant;
         (j)   Auditorium;
         (k)   Educational facilities;
         (l)   Laundry facility;
         (m)   Dry-cleaning shop;
         (n)   Medical carrier service;
         (o)   Optometry office;
         (p)   Café;
         (q)   Emergency power facility;
         (r)   Storage and maintenance buildings;
         (s)   Noncommercial communication antennae;
         (t)   Energy center or central power plants; and
         (u)   Other uses that are supportive of or complementary to the aforementioned primary uses as approved by the Village.
   (E)   Building height, setback and yard requirements, minimum lot size and lot coverage.  All buildings and structures in the HC District shall comply with the following height and setback requirements; provided, that the Village Zoning Board may reduce the setback requirements for good cause shown.
      (1)   Building height.  Maximum: 120 feet.
      (2)   Front setback; front yard.
         (a)   1.   Dimension.  One-half the width of the adjoining right-of-way to a maximum of 60 feet.
            2.   Side setback; side yard.  Ten feet unless the property abuts a residential district, in which case the minimum shall be 30 feet.  Further, for buildings exceeding 45 feet in height, the minimum side setback shall be increased by 1 foot for each 4 feet or fraction thereof by which the building height exceeds 45 feet.
            3.   Rear setback; rear yard. Ten feet unless the property abuts a residential district, in which case the minimum shall be 30 feet. Further, for buildings exceeding 45 feet in height, the minimum rear setback shall be increased by 1 foot for each 4 feet or fraction thereof by which the building height exceeds 45 feet.
         (b)   In the HC District, the front yard shall be the area between the right-of-way line and the setback line and the side and rear yards shall be the area between the applicable property line and the side or rear setback line, as applicable.
      (3)   Minimum lot size.  Ten acres.
      (4)   Lot coverage.
         (a)   Gross area of building footprint shall not exceed 60% of the gross lot area.
         (b)   Gross area of impervious surfaces on the property shall not exceed 80% of the gross lot area.
   (F)   Accessory buildings.
      (1)   Maximum height.  Thirty-five feet.
      (2)   Distance to side lot line.  Ten feet unless the property abuts a residential district, in which case the minimum shall be 30 feet.
      (3)   Distance to rear lot line.  Ten feet unless the property abuts a residential district, in which case the minimum shall be 30 feet.
   (G)   Signage.  Signage in an HC District shall be subject to the provisions set forth below.  Except in the case of a conflict with the following provisions, the provisions of §§ 155.085 through 155.094 shall apply to the HC District.
      (1)   Number allowed and size.
         (a)   Monument signs.
            1.   One  monument sign may be erected per lot, except that if the lot is located on a corner or includes frontages on 2 or more streets or thoroughfares, then 1 monument sign for each street frontage shall be permitted; and
            2.   Monument signs shall be permitted in front yards.
         (b)   Freestanding signs.
            1.   For each building, 1 freestanding sign shall be permitted for each entrance drive that provides access to the building;
            2.   Freestanding signs shall be permitted in front yards unless a monument sign occupies the front yard;
            3.   The area of a freestanding sign shall not exceed 300 square feet; and
            4.   The service directory regulations set forth in § 155.091 shall not apply to the HC District.  Freestanding signs supplant service directory signs in the HC District.
         (c)   Wall, mansard, marquee, canopy, internally illuminated awning or projecting wall signs.
            1.   Three wall, mansard, marquee, canopy, internally illuminated awning or projecting wall signs shall be allowed for each building face that is oriented to and visible from a street, road, or thoroughfare.
            2.   The total area of all wall, mansard, marquee, canopy, internally illuminated awning or projecting wall signs shall not exceed 20% of the total area of the exterior wall or elevation of the building on which or to which the sign(s) are located or attached.
      (2)   Other regulations.
         (a)   The maximum height for all freestanding signs is 20 feet, and for all monument signs, 35 feet.
         (b)   There shall be no maximum area for all signs relating to a business, building, lot, or campus.  Instead, area limits for different types of signs shall be as set forth above.
   (H)   Parking requirements.
      (1)   Within the HC District there are uses which, because of their unique characteristics, require flexibility and a case-by-case review of the parking requirements, including the potential for cooperative or shared parking facilities.  The provisions of § 155.069 regarding shared or cooperative parking facilities applies in the HC District; however, the Village Engineer may recommend modifications in the number of required parking spaces to address the unique aspects of the uses allowed in the HC District. These modifications must be approved by the Village Board.
      (2)   Off-street parking requirements are set forth in the following table.
