(A) All governmental entities shall be required to submit a drainage plan and comply with the terms of the ordinance codified in this chapter when developing and/or improving land including, but not limited to, road construction and reconstruction, and other improvements that can affect storm water within the city.
(B) It is recognized that county, state and federal permit conditions may apply to the proposed action and that compliance with the provisions of the ordinance codified in this chapter does not constitute compliance with such requirements.
