§ 154.513 EXEMPTIONS FROM SITE PLAN REQUIREMENTS.
   One- and two-family residences are exempt from the site plan requirements of the RCO. In addition, a site plan shall not be required for the renovation or expansion of an existing structure or use unless access points would be changed or a substantial increase in traffic to the site would be generated.

§ 154.514 AMENDMENTS TO APPROVED SITE PLANS.
   (A)   Any amendment or change to an approved site plan must be submitted to the appropriate official for review.
   (B)   The appropriate official shall determine if the proposed amendment is a major change requiring review and approval by the appropriate public body. Minor changes can be approved by the appropriate official.

§ 154.515 SITE PLAN REVIEW REQUIREMENTS OUTSIDE OF DISTRICT.
   Riverfront Corridor Overlay District site plan review requirements that also apply county-wide for site plans requiring a zoning change, authorized use and/or variances. The same notification and public hearing process shall also be followed.

ADDITIONAL REQUIREMENTS, EXCEPTIONS, AND MODIFICATIONS
§ 154.530 ADDITIONAL REQUIREMENTS, EXCEPTIONS, AND MODIFICATIONS.
   (A)   The requirements and regulations specified herein before this chapter shall be subject to the additional requirements, exceptions, modifications, and interpretations in division (B) below.
   (B)   Height limitations stipulated elsewhere in this chapter shall not apply:
      (1)   To barns, silos, or other farm buildings, provided these are not less than 50 feet from every lot line; to church spires, belfries, cupolas, and domes; monuments; water towers; fire and hose towers; on private but not commercial communication towers and facilities to parapet walls extending not more than four feet above the limiting height of the building. However if, in the opinion of the appropriate official, such structures would adversely affect adjoining or adjacent properties, such greater height shall not be authorized except by the Zoning Board of Appeals;
      (2)   To places of public assembly such as churches, schools, and other permitted public and semi-public buildings not to exceed six stories or 75 feet, provided that for each foot by which the height of such building exceeds the maximum height otherwise permitted in the district, its side and rear yards shall be increased in width or depth by an additional foot over the side and rear yards required for the highest building otherwise permitted in the district;
      (3)   To bulkheads, conveyors, derricks, elevators, penthouses, water tanks, monitors, and scenery lofts; and to monuments, fire towers, hose towers, cooling towers, grain elevators, gas holders, or other structures where the manufacturing process requires a greater height. Where a permitted use requires greater heights than specified, it may be authorized by the Zoning Board of Appeals; and
      (4)   To hospitals, provided that for each foot by which the height of such building exceeds the maximum height otherwise permitted in the district, its side and rear yards shall be increased in width and depth by an additional one-half foot over the side and rear yards required for the highest building otherwise permitted in the district.

PERFORMANCE STANDARDS
§ 154.545 COMPLIANCE WITH PROVISIONS.
   (A)   New uses. Any use established in the business or industrial zones after the effective date hereof shall comply with the minimum performance standards contained in this subchapter.
   (B)   Existing uses.
      (1)   Existing business and industrial uses which are not in compliance with the performance standards contained in this subchapter are exempt, except where a use did not comply with performance standards in effect prior to the effective date hereof.
      (2)   (a)   Conditions which do not comply shall not be increased in scope or magnitude.
         (b)   Such uses shall be permitted to be enlarged or altered, provided the addition or change conforms with the applicable performance standards.
