8-1-10: DEFINITIONS:
BUILDING: As defined in the Riverwoods zoning ordinance.
BUILDING AND ZONING COMMITTEE: The Building and Zoning Committee of the Board of Trustees.
BUILDING CODE: The collective term for the Building, Fire, Mechanical, Plumbing, Life Safety, Property Maintenance and other published Codes that the Village adopts by reference in this title.
BUILDING DEPARTMENT: An executive department of the Village that includes the Director of Community Services, the building official and such other employees as the Board of Trustees may provide.
BUILDING OFFICIAL: As defined in section 8-2-2 of this title.
BUILDING PERMIT: A permit issued by the Village for any construction, erection or alteration of a structure or building or the making of any other improvement or repair when a permit for such work is required under the Building Code, pursuant to chapter 4 of this title.
CERTIFY OR CERTIFICATION: The specific inspections and tests where required have been performed and that such tests comply with the applicable requirements of this title.
COMPLETION SECURITY: The letter of credit or cash deposit to be delivered to the Building Department by the permittee to guarantee completion of work authorized by a building permit or site development permit.
CUBIC YARD: The amount of material in excavation or fill measured by the method of "average end areas".
EXCAVATION: Any act by which organic matter, earth, sand, gravel, rock or any other similar material is cut into, dug, quarried, uncovered, removed, displaced, relocated or bulldozed, and shall include the conditions resulting therefrom.
FILLING: Any act by which earth, sand, gravel, rock or any other material is deposited, placed, replaced, pushed, dumped, pulled, transported or moved (other than by natural forces or events) to a new location and shall include the conditions resulting therefrom.
GRADING: Excavation or filling or any combination thereof and shall include the conditions resulting from any excavation or filling.
LAKE COUNTY WATERSHED DEVELOPMENT ORDINANCE: The Lake County watershed development ordinance of Lake County, Illinois, adopted by reference as part of title 11 of this Code.
MAJOR VEGETATION: Any highly desirable tree or protected tree or protected woodland (as such terms are defined in the Riverwoods tree and woodland protection ordinance).
PARCEL: One or more contiguous lots or parcels under one ownership located in the Village.
PERMITTEE: Any person to whom a site preparation permit, building permit or site development permit is issued.
PERSON IN CHARGE: As defined in section 8-3-6 of this title.
PROFESSIONAL ARCHITECT, ENGINEER OR LANDSCAPE CONSULTANT: In the case of an architect or engineer, any professional architect or engineer, respectively, who is registered or licensed in the State; and, in the case of landscape consultant, a person who has training and experience as a professional landscape architect, forester or arborist suitable for the preparation of tree inventories, tree planting plans and woodland area delineations as required by the Riverwoods tree and woodland protection ordinance.
REMOVAL: The physical detachment or elimination of major vegetation, or the effective detachment or elimination of major vegetation, through damage, cutting of major vegetation to the ground, complete extraction or killing by spraying, girdling, root cutting, or otherwise; however, "remove" or "removal" does not include the pruning of trees in accordance with "Standard Practices for Tree, Shrub, and Other Woody Plant Maintenance" (ANSI A300) and "Tree-Pruning Guidelines" published by the International Society of Arboriculture or similar standards and guidelines from time to time recommended by the Village Forester.
SITE: A lot or parcel of land or a contiguous combination thereof where grading is performed as a single unified operation.
SITE DEVELOPMENT PERMIT: A permit issued by the Village for any site development work to be performed on a parcel pursuant to chapter 5 of this title.
SITE DEVELOPMENT PLAN: A plan prepared under the direction of a professional engineer that shows the existing and proposed conditions of the property to be improved, the method and location of erosion control measures to be implemented, proposed alterations of storm runoff or grading of lands, installation of buried utilities, and the protection and removal of major vegetation for the construction of buildings and other necessary improvements.
SITE DEVELOPMENT WORK: Any grading, filling or excavation on any parcel in excess of ten (10) cubic yards in quantity, or removal of major vegetation or alteration of overland drainage routes or any activity that is regulated by the Lake County watershed development ordinance. Adding gravel to existing driveways (to repair potholes) does not constitute site development work (so long as the elevation of the driveway above adjoining natural grade is not increased).
SITE PREPARATION PERMIT: A permit issued by the Village for predevelopment and site safety activities on a parcel that must be completed in certain instances before a building permit or site development permit will issue.
SITE PREPARATION PLAN: As defined in the Riverwoods zoning ordinance.
STRUCTURE: As defined in the Riverwoods zoning ordinance.
VILLAGE ENGINEER: One or more professional engineers engaged as an independent contractor by the Village to serve as the Village's engineering consultant to review all development activities in the Village, assist in the interpretation, administration and enforcement of this title and perform such other duties as may be assigned from time to time by the Village President.
VILLAGE FORESTER: One or more professional landscape consultants who are engaged as an independent contractor by the Village to serve as the Village's forestry consultant to review all development activities in the Village, assist in the interpretation, administration and enforcement of this title and perform such other duties as may be assigned from time to time by the Village President.
