8-3-6: DISPLAYING PERMITS, CONTACT INFORMATION AND PERSON IN CHARGE:
When any site preparation permit, building permit or site development permit is issued for any parcel, such permits, including the complete plans for all work approved by such permits bearing the stamp of approval of the village, shall be maintained at the site during the progress of the work. Until the final inspection is made, the permit cards and a construction sign shall be displayed on the perimeter area construction fencing or elsewhere as approved by the director of community services setting forth the following: the name of the contractor, name of the "person in charge", an emergency telephone number or pager that is always answered so that the contractor can be reached, and the hours and days of the week when construction work is permitted to take place on the site. The person in charge shall be that individual who is responsible for all construction operations on the site, including maintenance of protective fencing and erosion control measures, containment of construction debris, and scheduling of village inspections. The person in charge shall ensure that all contractors and subcontractors working on this project are supplied with copies of the approved plans as necessary. The person in charge shall be the sole point of contact for all correspondence or direction from the village. The person in charge shall have at the project at all times, as the owner's agent, a competent English speaking superintendent capable of reading and thoroughly understanding the approved plans and thoroughly experienced in the type of work being performed, who shall receive instructions from the building official or authorized representatives. The person in charge shall have full authority to execute orders or directions of the building official without delay, and to promptly supply such materials, equipment, tools, labor, and incidentals as may be required.
