8-2-2: BUILDING OFFICIAL:
There is hereby created the position of an enforcement officer to be called the building official who shall be an employee in the building department and under the direction of the director of community services. The building official shall be appointed by the village president with the approval by a majority vote of the board of trustees. Subject to the provisions of this chapter, the building official shall have the powers and duties assigned to the position of building official as set forth in the building code, and any reference therein to "administrative authority" or "code official" shall refer to the building official. Any person serving as building official shall have a broad knowledge of building construction insofar as practical and technical concepts including the related fields of plumbing, heating, ventilating and electrical construction. The building official's basic duties shall be as follows:
   A.   Set up, keep and maintain a file of applications, permits issued, plats, diagrams, plans and other data required by this title to be filed.
   B.   Receive all applications for building permits and approve the issuance of building permits when the applications comply with the requirements of this title. Notwithstanding any provision to the contrary that may be contained in the building code adopted in this title or in other provisions of this title, no building permit shall be issued or delivered by the building official to any person unless the permit is countersigned by a member of the building and zoning committee.
   C.   Receive reports of inspectors of Lake County or recognized inspection services, after investigation of their qualifications and reliability, in connection with reviews of commercial projects or code matters beyond the general competence of the building official, provided such reports shall be made in writing and certified by a responsible person of such agency or service.
   D.   Make the necessary practical inspections of work performed in the field or reasonably ascertain whether all regulations of this title to property, buildings or structures are complied with.
   E.   Keep a record of all inspections made, of reports rendered and of notices of orders issued and deposit such records in the individual property file previously mentioned.
   F.   Upon satisfactory completion of the construction described, the building official shall, if said construction is in compliance with the terms of this title, issue a certificate of occupancy and no structure shall be occupied or used for any purpose prior to the issuance of said certificate.
