A. Officers: The fire department shall consist of the fire chief, one deputy chief, five lieutenants and fifteen firefighters, and such additional members of the fire department as may be, from time to time, provided for by the president and board. (Ord. 3073, 4-26-2004)
The position of firefighter/paramedic is hereby created in the fire department. Said position shall be filled by paid on call firefighter/paramedics until such time as the current regular firefighters become licensed and certified paramedics able to function in the emergency medical system under which the fire department operates an advanced life support service.
Effective July 1, 1997, all new firefighters employed by the fire and police commission shall be licensed paramedics by the Illinois department of public health and certified to function in the emergency medical system under which the fire department operates an advanced life support service as a condition of employment. All firefighters hired after July 1, 1997, shall maintain their paramedic license and certification as a condition of continued employment.
B. Paid On Call Firefighter/Paramedics: There may be appointed by the fire chief, with approval of the president and board, fourteen or more persons who shall be designated "paid on call firefighter/paramedics". The paid on call firefighter/paramedics shall be subject to such rules and regulations as shall be prescribed by the fire chief and approved by the president and board. (Ord. 2750, 12-8-1997)
The fire chief 1 shall have sole and absolute control and command over all persons connected with the fire department while on duty. He shall possess full power and authority over the organization, government and discipline of the fire department, and the direction and control of the bureau of fire prevention pursuant to chapter 2 of this title, and he may prescribe and establish from time to time such rules and such regulations as he may deem advisable, subject to the periodic approval of and adoption by the president and board. A. Suspend, Remove Officers: The fire chief shall have power to suspend any fireman from duty for a maximum of five days, but he shall report such suspension to the village board and to the fire and police commissioners at their next regular meeting and the reasons for his action. On such report being made, the fire and police commissioners shall take such action thereon as shall seem to them just and right in the premises. Any fireman so suspended shall not be entitled to receive pay while so suspended, nor until he shall be returned to duty.
B. Reports: Five days before the second Monday in every month, the fire chief shall submit his written report to the village clerk, which shall include:
1. The payroll containing the names of all the personnel of the fire department and the amount due each of them set opposite each name.
2. The number of fires attended, the date of each and its cause, as nearly as can be ascertained, and all other relevant information pertaining thereto.
C. Custody Of Property: The fire chief shall have the custody of the engines, hose, trucks, ladders and all other equipment belonging to the fire department.
D. Enter Premises For Investigation: The fire chief shall have power to enter upon the premises wherein any fire has occurred, if necessary, in order to investigate the origin of the fire, and shall have power to stop the construction of any building when the same is being done in a reckless or careless manner, or in violation of any provisions of this code or any other ordinance.
E. Examine Dangerous Buildings: The fire chief shall examine all buildings and walls reported dangerous or damaged by fire or accident and shall, when requested by the president, also examine all buildings under application for permit to raise, enlarge, alter or rebuild, and may make a report of the condition thereof to the director of public works.
