ADOPTING ORDINANCE
ORDINANCE NO. 2065
AN ORDINANCE ADOPTING
THE VILLAGE CODE OF RIVER FOREST, ILLINOIS
BE IT ORDAINED by the President and Board of Trustees of the Village of River Forest, Illinois, as follows:
   Section 1: That the provisions of the Village Code of the Village of River Forest, Illinois, prepared by Sterling Codifiers, Inc., under the direction of the governing body of the Village, containing all ordinances of a general nature in effect at the time of such codification, shall be in force on and after the first day of May, 1981, and all ordinances of a general nature in force on said first day of May, 1981, and not contained in such Code are hereby repealed from and after the first day of May, 1981, except as hereafter provided.
   Section 2: There is hereby adopted, as a method of perpetual codification, the loose-leaf type of binding together with the continuous supplement service, provided by Sterling Codifiers, Inc., whereby each newly adopted ordinance of a general and permanent nature amending, altering, adding or deleting provisions of the Official Village Code is identified by the proper catchline and is inserted in the proper place in each of the official copies. Each such new provision shall become effective upon the passage of the ordinance and the insertion of the proper replacement pages in the copies of the Code, three (3) copies of which shall be maintained in the office of the Village Clerk, certified as to correctness and available for inspection at any and all times that said office is regularly open.
   Section 3: That the repeal provided for in the preceding section of this ordinance shall not affect any offense or act committed or done or any penalty or forfeiture incurred or any contract or right established or accruing before the first day of May, 1981; nor shall such repeal affect any ordinance or resolution promising or guaranteeing the payment of money for the Village or authorizing the issue of any bonds of the Village or any evidence of the Village's indebtedness, or any contract or obligation assumed by the Village; nor shall such repeal affect the administrative ordinances or resolutions of the President and Board of Trustees not in conflict or inconsistent with the provisions of such Code; nor shall such repeal affect the annual appropriation ordinance; nor shall it affect any ordinances levying or imposing taxes; nor shall it affect any ordinances relative to the salaries and bonds of Village officers and employees; nor shall it affect any right or franchise conferred by ordinance or resolution of the Village on any person or corporation; nor shall it affect any prosecution, suit or proceeding pending or any judgment rendered on or prior to the first day of May, 1981; nor shall it affect any ordinance passed after the first day of May, 1981.
   Section 4: All ordinances of a general nature included in this Official Village Code shall be considered as a continuation of said ordinance provision and the fact that some provisions have been deliberately eliminated by the governing body shall not serve to cause any interruption in the continuous effectiveness of ordinances included in said Official Village Code.
   Section 5: It shall be unlawful for any person, firm or corporation to change or amend by additions or deletions, any part or portion of such Code, or to insert or delete pages or portions thereof, or to alter or tamper with such Code in any manner whatsoever which will cause the law of the Village to be misrepresented thereby. Any person, firm or corporation violating this Section shall be punished as provided in Section 1-4-1 of the Village Code of River Forest, Illinois.
   Section 6: All ordinances or parts of ordinances in conflict herewith are, to the extent of such conflict, hereby repealed.
   Section 7: This ordinance shall go into effect not less than ten days after publication of such Code.
   Section 8: This ordinance shall be in full force and effect from and after its passage, approval and publication as provided by law.
   Passed and approved by the President and Board of Trustees of the Village of River Forest, Illinois, this 23rd day of March, 1981.
