(a) Establishment. There is hereby established a recycling program for the mandatory separating of recyclables from garbage and rubbish in the Village.
(b) Separation of Recyclables and Placement for Removal. All recyclables as defined in Section 1060.01, including those added from time to time by resolution, shall be prepared and separated from other refuse as required, and shall be collected by the Village or under contract by its designated agent. Recyclables shall be placed either at the curbside or in the designated recycling shelter or container to be collected at times designated by the Village or its designated agent, or shall be taken to a recycling facility.
(c) Collection by Unauthorized Persons. From the time of placement of the recyclables at the curb or in recycling shelters or containers for collection, the materials shall be the property of the Village or its authorized agent. No person unauthorized by the Village shall collect or pick up, or cause to be collected or picked up, any such items. Any and each such collection in violation hereof from one or more locations shall constitute a separate and distinct offense punishable as provided in Section 1060.99.
(d) Additional Methods of Disposal. Any person may donate or sell recyclables to any other person, whether operating for profit or not for profit.
