No person shall dispose of or place any refuse in any street or other public place or on private property, whether or not owned by such person, in the Village, unless such garbage or refuse is enclosed in a suitable container or bundled, as provided in Sections 1060.03 and 1060.04. However, a person who immediately disposes of any refuse upon his or her own premises in a properly constructed, enclosed incinerator, or through a home garbage grinder into a sewer, is not required to place such refuse in any such container.
