All institutional, commercial and industrial garbage shall be stored in durable, metal, rust-resistant, nonabsorbent, watertight, easily washable containers, which shall have close-fitting covers and adequate handles or bails to facilitate collection. Institutional, commercial and industrial rubbish shall be stored in durable metal containers with close-fitting covers, except for bulky rubbish such as large wooden and cardboard boxes. Such containers which are not mounted on wheels shall be stored on durable metal racks or placed on impervious, easily cleanable surfaces. The racks shall raise the refuse containers at least twelve inches off the storage surface. Containers mounted on wheels shall be specifically designed for use with collection vehicles. Each such container's wheels must elevate the base of the container a distance of at least six inches off the storage surface. The storage floor must have an impervious, easily cleanable surface.
