1060.03 CONTAINERS FOR HOUSEHOLD REFUSE; BUNDLING CERTAIN REFUSE.
   (a)   All household garbage shall be drained and wrapped and all household rubbish, except bulky rubbish such as trees, branches and large cardboard boxes, shall be stored in durable, rust-resistant, nonabsorbent, watertight, easily washable containers. Every such container shall have a close-fitting cover and adequate handles or bales to facilitate collection, and shall have a capacity of not less than twenty, nor more than thirty-two, gallons. Newspapers and magazines not stored in containers shall be bundled securely.
   (b)   Cardboard cartons shall be broken down and bundled or tied securely. Tree cuttings and branches shall be bundled securely in lengths not to exceed four feet and heights not to exceed two feet. The weight of any bundled refuse shall not exceed fifty pounds.

   (e)   Any household garbage as set forth in subsection (a) hereof may be placed in plastic bags which are securely tied or sealed.
