(A) HI District intent, permitted uses and special exception uses.
(1) District intent. The HI (High Impact) District is intended to be used as follows.
(a) Use type and intensity. All intensities of high impact uses.
(b) Application of HI District. Existing and new development.
(c) Development standards.
1. Enact quality time, place and manner development standards to minimize impacts on adjacent properties while encouraging economic vitality; and
2. Minimize light, noise, water and air pollution.
(d) Appropriate adjacent zoning districts. PR, AG, IA, I1, I2 and HI.
(e) Plan Commission.
1. Use the HI District for existing high impact developments and carefully for new high impact development; and
1. Be sensitive to environmental protection.
(f) Board of Zoning Appeals.
1. Allow a special exception use only when it is compatible with the surrounding areas; and
2. Be sensitive to the potential for light pollution, noise pollution, loading berth placement, pedestrian safety and vehicular safety.
(2) Permitted uses.
(a) Accessory permitted uses. Small wind turbine system.
(b) Commercial permitted uses.
1. Amusement park;
2. Race track; and
3. Shooting range (outdoor).
(c) Industrial permitted uses.
1. Construction material landfill;
2. Electrical generation plant;
3. Gravel/sand mining;
4. Junk yard;
5. Scrap metal yard;
6. Sewage treatment plant;
7. Telecommunication facility;
8. Transfer station;
9. Transfer station (recycling/ waste); and
10. Utility facility, above ground.
(d) Institutional permitted uses.
1. Government operations (non- office);
2. Juvenile detention facility; and
3. Stadium.
(3) Special exception uses.
(a) Accessory special exception uses.
1. Heliport, private; and
2. Large wind turbine system.
(b) Industrial special exception uses.
1. Hazardous waste landfill;
2. Rendering plant;
3. Sanitary landfill/refuse dump; and
4. Storage tanks (hazardous).
(c) Institutional special exception uses. Prison.

(B) HI District development standards.
(1) Lots.
(a) Minimum lot area. Twenty acres.
(b) Minimum lot width. Two hundred and fifty feet.
(c) Sewer and water. Sanitary sewer and water utility required.
(2) Setbacks.
(a) Minimum front yard setback. One hundred and fifty feet for primary and accessory structures.
(b) Minimum side yard setback. One hundred feet for primary and accessory structures.
(c) Minimum rear yard setback. One hundred feet for primary and accessory structures.
(3) Lot coverage.
(a) Maximum lot coverage. Fifty percent of lot area.
(b) Minimum main floor area. Five hundred square feet.
(c) Maximum primary structures. No limit.
(4) Maximum structure height.
(a) Forty feet for primary structure; and
(b) Twenty feet for accessory structure.
