§ 165.105 LOW TO MODERATE INTENSITY INDUSTRIAL (I1) DISTRICT.
   (A)   I1 District intent, permitted uses and special exception uses.
      (1)   District intent. The I1 (Low to Moderate Intensity Industrial) District is intended to be used as follows.
         (a)   Use type and intensity.
            1.   Low to moderate intensity industrial uses;
            2.   Business parks, distribution operations and industrial parks; and
            3.   Stand alone buildings or multiple primary structures.
         (b)   Application of I1 District. Existing and new development.
         (c)   Development standards.
            1.   Enact development standards to minimize impacts on adjacent properties while encouraging economic vitality; and
            2.   Minimize light, noise, water and air pollution.
         (d)   Appropriate adjacent zoning districts. PR, AG, IA, IS, GC, OC, HC, EP, IC, I1, I2 and HI.
         (e)   Plan Commission. Use the I1 District for existing developments and carefully for new industrial development.
         (f)   Board of Zoning Appeals.
            1.   Allow a special exception use only when it is compatible with the surrounding areas; and
            1.   Be sensitive to the potential for light pollution, noise pollution, loading berth placement, pedestrian safety and vehicular safety.
      (2)   Permitted uses.
         (a)   Accessory permitted uses. Small wind turbine system.
         (b)   Agricultural permitted uses.
            1.   Grain elevator;
            2.   Sales of agricultural products; and
            3.   Storage of agricultural products.
         (c)   Commercial permitted uses.
            1.   Office, construction trade;
            2.   Office, design services; and
            3.   Industrial sales.
         (d)   Industrial permitted uses.
            1.   Assembly;
            2.   Brewery;
            3.   Distillery;
            4.   Distribution facility;
            5.   Flex-space;
            6.   Food production/processing;
            7.   Light manufacturing;
            8.   Research center, chemical;
            9.   Research center, medical;
            10.   Research center, technological;
            11.   Sign painting/fabrication;
            12.   Telecommunication facility;
            13.   Testing lab;
            14.   Tool and die shop;
            15.   Utility facility, above ground;
            16.   Warehouse;
            17.   Warehouse storage facility; and
            18.   Welding.
         (e)   Institutional permitted uses. Government operations (non-office).
      (3)   Special exception uses.
         (a)   Accessory special exception uses.
            1.   Heliport, private; and
            2.   Large wind turbine system.
         (b)   Agricultural special exception uses. Processing of agricultural products.
         (c)   Commercial special exception uses.
            1.   Paintball facility; and
            2.   Sports complex (indoor).
         (d)   Industrial special exception uses.
            1.   Outdoor storage;
            2.   Storage tanks (nonhazardous); and
            3.   Transfer station (recycling/waste).

   (B)   I1 District development standards.
      (1)   Lots.
 
         (a)   Minimum lot area. One acre.
         (b)   Minimum lot width. One hundred and sixty feet.
         (c)   Sewer and water. Sanitary sewer and water utility required.
      (2)   Setbacks.
 
         (a)   Minimum front yard setback. Thirty feet for primary and accessory structures or 100% of the facade height, whichever is greater.
         (b)   Minimum side yard setback. Twenty feet for primary and accessory structures or 100% of the facade height, whichever is greater.
         (c)   Minimum rear yard setback. Thirty feet for primary and accessory structures or 100% of the facade height, whichever is greater.
      (3)   Lot coverage.
 
         (a)   Maximum lot coverage. Seventy-five of lot area.
         (b)   Minimum main floor area. Three thousand square feet.
         (c)   Maximum primary structures. Ten per lot.
      (4)   Maximum structure height.
 
         (a)   Forty-five feet for primary structure; and
         (b)   Twenty feet for accessory structure.
