§ 165.085 PARKS AND RECREATION (PR) DISTRICT.
   (A)   PR District intent, permitted uses and special exception uses. The PR (Parks and Recreation) District is intended to be used as follows.
      (1)   District intent.
         (a)   Use type and intensity.
            1.   All intensities of active and passive recreation including parks, picnic areas, trails, playgrounds and sports fields; and
            2.   Used to protect land for open space and conservation areas.
         (b)   Application of PR District.
            1.   Existing and new facilities;
            2.   PR Districts are typically spot zoned and distributed around the community; and
            3.   Buffer and transitional zoning district.
         (c)   Development standards. Promote high quality recreational areas for public use and enjoyment.
         (d)   Appropriate adjacent zoning districts. All zoning districts.
         (e)   Plan Commission.
            1.   Use the PR District for existing and new parks and recreation facilities; and
            2.   Protect the land and uses within the PR District from residential, commercial and industrial encroachment through the use of appropriate buffers and setbacks.
         (f)   Board of Zoning Appeals. Protect the integrity of land and uses within the PR District.
      (2)   Permitted uses.
         (a)   Accessory permitted uses.
            1.   Farmer’s market; and
            2.   Small wind turbine system.
         (b)   Commercial permitted uses.
            1.   Campground;
            2.   Country club;
            3.   Driving range;
            4.   Farmer’s market;
            5.   Golf course;
            6.   Miniature golf;
            7.   Recreation center/play center;
            8.   Seasonal attraction;
            9.   Sports complex (outdoor); and
            10.   Swimming pool.
         (c)   Institutional permitted uses.
            1.   Nature center;
            2.   Park;
            3.   Pool, public; and
            4.   Skate park.
      (3)   Special exception uses.
         (a)   Accessory special exception uses.
            1.   Dwelling unit; and
            2.   Large wind turbine system.
         (b)   Commercial special exception uses.
            1.   Paintball facility;
            2.   Sports complex (indoor);
            3.   Watercraft rental; and
            4.   Waterpark.
         (c)   Industrial special exception uses. Telecommunication facility.
         (d)   Institutional special exception uses. Stadium.

   (B)   PR District development standards.
 
      (1)   Lots.
         (a)   Minimum lot area. N/A.
         (b)   Minimum lot width. Fifty feet.
         (c)   Sewer and water. Sanitary sewer and water utility not required unless within 300 feet of water/sewer utility connection.
      (2)   Setbacks.
 
         (a)   Minimum front yard setback. Fifty feet for primary and accessory structures.
         (b)   Minimum side yard setback. Fifty feet for primary and accessory structures.
         (c)   Minimum rear yard setback. Fifty feet for primary and accessory structures.
      (3)   Lot coverage.
 
         (a)   Maximum lot coverage. Fifty percent of lot area.
         (b)   Minimum main floor area. N/A.
         (c)   Minimum dwelling unit size. N/A.
         (d)   Maximum primary structures. No limit.
      (4)   Maximum structure height.
 
         (a)   Forty feet for primary structure;
         (b)   Twenty feet for accessory structure; and
         (c)   Two and one-half stories.
