(a) The owner, occupant or tenant of all residential premises shall pay a collection fee to the City for the collection and disposal of solid waste, recyclables and yard waste. No person, except as authorized by the City, shall be permitted to collect residential solid waste, recyclables or yard waste within the City Corporation.
(b) The City shall establish fair and reasonable charges for the residential service based upon the City contract with the hauler and disposal facility. The City shall collect solid waste, recyclables and yard waste fees in the manner determined by the Director of Public Service.
(1) There will be a one dollar and fifty cent ($1.50) discount for senior citizens at the approval of the Director of Public Service.
(2) In cases other than normal weekly pickup where household pickup is requested or pursuant to Section 975.11, the Director shall charge, and every household or the owner or tenant of such household shall pay, fifty dollars ($50.00) per one-half hour minimum and a charge of one hundred dollars ($100.00) per hour.
