Charges for refuse shall be billed for one quarter of a year, however, the City reserves the right to bill on a pro-rata monthly basis when necessary. Charges are due and payable when rendered. If charges are paid after the twentieth day from the billing date, a penalty of ten percent (10%) shall be assessed.

Each charge and applicable penalty rendered under or pursuant to this chapter is hereby made a lien upon the property, to which it is applicable. In the event that the lien is not paid within ninety (90) days after it shall be due and payable, it shall be certified to the auditor of the county in which the property is located, who shall place the same on the tax duplicate of the county along with any interest and penalties allowed by law to be collected as other taxes are collected.

No person shall dump, allow to be dumped or permit construction waste, hazardous waste, infectious waste or solid waste, recyclables or yard waste to be dumped in the open nor permit or allow solid waste, recyclables or yard waste to remain in containers uncollected no longer than seven (7) days.
