Unless waived pursuant to § 1492.07, observation and testing of excavations and fill in the field shall be performed by a registered professional engineer, an architect where the excavation and fill is incidental to the practice of architecture, or their representatives. The registered professional engineer or architect shall submit a summary report to the Building Commissioner upon completion of operations. The Commissioner may require any of these services to be performed by a geotechnical engineer.
