A refusal to permit transit, or an interference with access to premises, pursuant to a certificate issued under § 1426.21, shall be a violation of this exterior property maintenance code. In addition to the penalty provided in § 1426.99, the Property Maintenance Officer may in such a case, upon affidavit, apply to the Municipal Court for a warrant under the procedure set forth in § 1426.11(D) authorizing access to the premises under appropriate conditions and circumstances as provided in § 1426.21.
