§ 32.10 REPORT OF COMMITTEE; ACTION DEFERRED.
   Any report of a committee of the City Council shall be deferred for final action thereon to the next regular meeting of the City Council after the report is made upon the request of any five Aldermen present.

§ 32.11 ATTACHING PAPERS TO REPORT.
   Every committee of the City Council, in reporting on a subject referred to them, shall attach to its report all papers or documents in the possession of the committee relative to the matters so referred.

§ 32.12 RECORDS.
   The City Clerk shall keep the minutes and records of the proceedings.

§ 32.13 DISTURBING MEETINGS.
   It shall be unlawful to disturb any regular or special meeting of the City Council, or of any committee thereof, or of any board or commission appointed pursuant to the provisions of this code, or to behave in a disorderly manner at the meetings. Smoking shall be prohibited at all times in the City Council Chamber. Any person violating the provisions of this section shall be fined as provided in § 10.99.

RULES OF ORDER
§ 32.25 ORDER OF BUSINESS.
   The order of business at meetings of the City Council shall be as follows:
   (A)   Reading of the minutes of the proceedings of the last meeting or meetings, amendment and approval of same;
   (B)   The presentation of petitions and report of officers;
   (C)   Public forums;
   (D)   Reports of standing committees;
   (E)   Reports of select committees;
   (F)   Communications to the City Council, which may also be considered at any time;
   (G)   Unfinished business of preceding meetings;
   (H)   Motions, ordinances, resolutions and notices;
   (I)   New business; and
   (J)   Adjournment.

§ 32.26 RESCINDED ACTION.
   No vote or action of the City Council shall be rescinded at any special meeting unless there be present at the special meeting as many members of the Council as were present at the meeting when the vote or action was taken, as is provided by statute.

§ 32.27 RESOLUTION.
   Any resolution submitted to the City Council shall be reduced to writing before being voted upon.
